Dubai Police deploy new unit to monitor e-scooters and bicycles across city
Enforcement covers helmets, speed limits, designated tracks and prohibited riding practices
DUBAI – The Roads and Transport Authority (RTA) and Dubai Police have announced the launch of a joint Personal Mobility Monitoring Unit aimed at strengthening compliance among users of bicycles, electric scooters and other personal mobility means.
The new initiative is designed to enhance road safety and ensure responsible use of dedicated cycling infrastructure across the emirate. Operations are set to begin on 1 May 2026, covering cycling tracks, main roads and soft mobility zones throughout Dubai.
The move reflects a coordinated effort by both authorities to improve traffic discipline and reduce unsafe riding behaviour in rapidly growing urban mobility segments.
Unit launch
The newly established unit will focus on monitoring individual users of personal mobility devices, including electric scooters, bicycles and electric bicycles. It will enforce compliance with existing traffic regulations, particularly those related to safety standards such as helmet use, protective gear and adherence to designated cycling lanes.
Authorities will also monitor speed compliance, reckless riding and the prohibition of tandem riding on electric scooters. Violations identified during inspections will result in fines, while non-compliant devices may be impounded in coordination with Emirates Auction LLC.
The initiative operates under Executive Council Resolution No. (13) of 2022, which regulates the use of cycles in Dubai. This framework provides the legal foundation for managing soft mobility use across the city and ensuring safe integration with wider traffic systems.
Key zones
Enforcement activities will be carried out across a wide network of locations known for high pedestrian and cycling activity. These include Jumeirah Beach Track, Mohammed bin Rashid Boulevard, Dubai Water Canal, Business Bay and Dubai Marina. Residential and urban communities such as Al Mankhool, Al Karama, Al Hamriya, Al Raffa and Al Muraqqabat are also included in the monitoring scope.
Officials stated that these areas were selected due to their popularity among residents and visitors using soft mobility transport. The presence of dedicated tracks in many of these zones is intended to support safer riding environments, while the new unit will ensure these infrastructures are used correctly and responsibly.
Enforcement & awareness
Hussain Al Banna, CEO of the Traffic and Roads Agency at RTA, highlighted that the initiative strengthens the strategic partnership between RTA and Dubai Police. He noted that the unit supports Dubai’s broader vision for smart transport systems by combining infrastructure development with active enforcement and awareness efforts. He also emphasised the importance of encouraging riders to follow regulations while using dedicated cycling tracks equipped with clear signage and safety guidelines.
Major General Saif Muhair Al Mazrouei, Assistant Commander-in-Chief for Operations Affairs at Dubai Police, stated that the unit will play a key role in reducing unsafe behaviours among personal mobility users. He explained that the initiative aims to reinforce traffic discipline, improve compliance with laws and enhance overall safety for all road users, including motorists, pedestrians and cyclists.
Safety push
Authorities also underlined the importance of continued public awareness regarding safe riding practices. Users are being urged to familiarise themselves with rules governing personal mobility use, including permitted areas, speed limits and mandatory safety requirements.
